13 MP: PM Anwar Highlights MADANI Government’s Key Achievements, Sets for Stronger Economic and Legal Reforms

KUALA LUMPUR, July 31 — Since taking office in November 2022, the MADANI government has embarked on bold and comprehensive reforms to reshape Malaysia’s economic and governance direction, Prime Minister Datuk Seri Anwar Ibrahim said today.

Unveiling the progress under the Malaysia MADANI framework, Anwar said the administration’s flagship Ekonomi MADANI agenda prioritises sustainability, public well-being, and integrity in governance.

“Under Ekonomi MADANI, we have initiated structural economic reforms such as the New Industrial Master Plan 2030 (NIMP 2030), the National Energy Transition Roadmap (NETR), the National Semiconductor Strategy (NSS), and the National TVET Policy 2030,” Anwar told Parliament during his presentation of the 13th Malaysia Plan (RMK13).

He noted that government-linked investment companies and domestic direct investments (DDIs) have played an active role through initiatives like the GEARuP programme, which has bolstered investor confidence and expanded capital inflows.

The Prime Minister also pointed to the launch of the KL20 Action Plan, which aspires to position Kuala Lumpur among the top 20 global startup ecosystems.

Since its introduction in April 2024, Kuala Lumpur has climbed to 68th place in the Global Startup Ecosystem Report 2025, with 4,464 registered startups — well on track to reach 5,000 by the end of the year.

“We’re also seeing interest from venture capital firms with an average of USD400 million in assets under management to operate in Malaysia — a positive sign of our growing innovation economy,” Anwar added.

Strategic economic zones such as the Johor-Singapore Special Economic Zone (JS-SEZ) and Kulim Hi-Tech Park (KHTP) have successfully attracted high-tech investments. Development efforts have also expanded to the Kerian Integrated Green Industrial Park (KIGIP) and the Tanjung Malim Automotive Hi-Tech Valley (AHTV) in Perak, as well as key industrial parks in Sabah and Sarawak.

In the realm of legal reform, more than 80 laws have been introduced or amended, including the ILTIZAM Act, the Data Sharing Act, the Police Act, and the Children’s Act.

Enforcement agencies like the Malaysian Anti-Corruption Commission (MACC), the National Audit Department, and the Malaysia Competition Commission (MyCC) have also been strengthened to fight corruption, leakages, and abuse of power.

On fiscal matters, the government has enacted the Public Finance and Fiscal Responsibility Act as part of its long-term effort to reduce the national deficit.

Anwar also stressed the government’s commitment to social justice, particularly in addressing the rising cost of living.

“We have improved the targeted subsidy system for diesel and electricity to ensure that assistance reaches the right groups without wasting public funds,” he said.

As Malaysia moves into the next phase of development under RMK13, Anwar said the MADANI administration remains focused on delivering reforms that are inclusive, responsible, and sustainable for the future of all Malaysians.
